Ukraine Partners with Nvidia to Build a Sovereign AI State

Ukraine’s Ministry of Digital Transformation has announced a major partnership with global technology leader Nvidia to build what it describes as a sovereign artificial intelligence state. The initiative aims to create national AI infrastructure, strengthen the country’s AI talent pipeline, and accelerate the development of government-run AI services.
Nvidia, which last year became the world’s most valuable company, recently crossed a market valuation of $5 trillion. Its collaboration with Ukraine represents one of the most ambitious government-tech partnerships currently underway in Europe.
According to first deputy prime minister and minister of digital transformation Mykhailo Fedorov, the project is driven by national security considerations. He noted that developing sovereign AI capabilities is essential for data protection and state resilience, especially during wartime. Fedorov added that the partnership gives Ukraine access to Nvidia’s top-tier infrastructure and expertise as it works to build what he calls an agentic digital state.
The initiative will focus on four areas: building national AI infrastructure using Nvidia technology, developing AI talent and education programmes, joint research and development, and support for the wider startup ecosystem. It expands on the government’s AI Factory project launched in August to support government-run AI systems within the country.
A key component of the partnership is the planned development of Diia.AI LLM, a sovereign large-language model tailored to Ukrainian legislation, public services, and citizen needs. The model will power all AI capabilities within the Diia ecosystem, including the existing digital assistant, upcoming voice functionality, and internal government tools. Ukraine’s Diia platform is widely regarded as one of the most advanced examples of digital government globally.
The ministry says the Nvidia collaboration will provide Ukraine with access to a specialised software stack, technical guidance to accelerate training and reduce costs, and architectural support from Nvidia engineers.
The announcement comes amid escalating Russian missile and drone attacks on Ukraine’s energy system, increasing the urgency for digital resilience as the country enters its fourth winter of full-scale conflict. Diplomatic efforts to end the war remain stalled.
